Gelderland establishes first Dutch nitrogen buffer zones
The Gelderland Provincial Council has officially established new nitrogen reduction policies, making it the first province in the Netherlands to implement concrete buffer zones. The measures involve creating 500-meter zones around the Veluwe and three other vulnerable nature areas to reduce nitrogen emissions and facilitate nature restoration.
Key provisions of the new environmental ordinance include an immediate ban on the establishment of new livestock farms within these designated nitrogen reduction areas. Further regulations are set to follow, including a ban on synthetic fertilizers and mandatory stable modernizations by 2030 or 2035. To support the transition, the province will offer subsidies for agricultural innovations and emission-reducing adjustments starting in October.
The decision, which passed with a 37-14 vote, caused significant political friction within the BoerBurgerBeweging (BBB), the largest party in the provincial coalition. Seven of the twelve BBB members voted against the plan proposed by their own deputy, Ans Mol, citing concerns over the feasibility and impact on the agricultural sector. The provincial government maintains that these measures are essential to unblock stalled construction, road, and electricity grid projects caused by previous nitrogen-related legal rulings.
