Geneva party launches initiative for transparent housing allocation

The Libertés et justice sociale (LJS) party has launched a cantonal popular initiative in Geneva titled ‘Stop au copinage pour l’accès à un logement!’ to demand greater transparency in the allocation of condominium (PPE) apartments built in development zones.

Currently, the state controls operations and price ceilings in these zones for ten years. However, LJS representatives, including deputy Laurent Seydoux, argue that the current allocation process lacks transparency, alleging that real estate agencies and developers often distribute these units through personal networks and acquaintances. This system reportedly disadvantages residents who lack connections within the real estate industry.

The initiative proposes that the canton mandate a minimum threshold of 20% for apartments to be allocated via a state-maintained list. The Council of State would determine the specific criteria for these allocations, which could include factors such as solvency, wealth, or occupancy rates. LJS estimates that if the initiative passes, approximately 3,000 households could be affected over the next 20 to 30 years.
