Georgi Horozov addresses machine voting and election administration

Georgi Horozov, the new chairman of the Central Election Commission (CEC), stated that voting machines alone cannot resolve issues regarding the competence of election administration. He emphasized that a well-prepared administration is essential for the successful implementation of machine voting.

Under current regulations, voting machines will be utilized in polling stations with more than 300 voters, while smaller stations will use paper ballots. Horozov noted that while technical risks exist for any machine, the primary contingency is that if a machine fails, voting will proceed with paper ballots to ensure the right to vote is protected.

To ensure transparency and security, the software installation process for the machines is conducted publicly by three independent institutions, including the Ministry of Innovation and Digital Transformation. Horozov expressed confidence in the system's ability to resist external influence and provide a fair and honest electoral process.
