Georgia Forms Committee to Recommend New Voting System

Georgia lawmakers have created a nine‑member Joint Election Equipment Specifications and Standards Committee to recommend a new statewide voting system. The panel, established by Senate Bill 3X during a June special session called by Governor Brian Kemp, will focus on hand‑marked paper ballots printed on demand and will avoid the use of QR codes for vote tabulation.

The committee, which includes Governor Kemp’s appointees Deidre Holden, Sam Hatcher and former elections director Chris Harvey, as well as legislators Victor Anderson, Tim Fleming, Scott Holcomb, Max Burns, Bo Hatchett and Rick Williams, is slated to hold its first meeting on Aug. 7. It must deliver a report with recommendations to the General Assembly by February 2027. Under the new law, the current machine‑based voting system will remain in place until 2028, giving the state time to transition.

Secretary of State Brad Raffensperger noted that an audit of the June 16 primary runoff found all ballot errors stemmed from hand‑marked ballots, underscoring the emphasis on human‑readable voting records.
