German Association of Cities criticizes nursing care reform
The German Association of Cities (Deutscher Städtetag) has criticized the recently approved Nursing Care Reorganization Act (PNOG) as a significant financial burden on municipalities. Burkhard Jung, President of the Association and Mayor of Leipzig, announced he would cancel a scheduled meeting with Chancellor's Office Minister Nina Warken in protest.
Jung argued that the federal government is failing to provide necessary financial relief. He specifically noted the absence of a cap on out-of-pocket expenses for those requiring care, a measure he believes would have also eased the financial pressure on cities.
Furthermore, Jung accused the federal government of a breach of trust by passing the law through the Cabinet on Wednesday, just one day before the implementation of the 'connectivity principle' (Konnektivitätsprinzip) on October 1. This principle mandates that the federal government cover 80 percent of additional costs incurred by states and municipalities due to new federal legislation. By approving the reform on September 30, the government effectively bypassed this new financial requirement.
