German authorities charge 17-year-old in online abuse case

The Cybercrime Center Baden-Württemberg (CCZ) and the Karlsruhe Public Prosecutor's Office have filed charges against a 17-year-old in the Heilbronn Regional Court's juvenile protection chamber. The teenager is accused of being a member of the Nefarious Maniac Cult (NMK), a splinter group of the criminal online network known as ‘764’.

The charges include multiple counts of severe sexual abuse of children and adolescents, the production of child pornography, dangerous bodily harm through indirect perpetration, and membership in a foreign criminal organization. Authorities suspect the teenager acted as a recruiter for the NMK during at least March and April 2025.

The NMK is alleged to have used psychological manipulation via online games to control victims and coerce them into self-harm. The broader ‘764’ network is also linked to an individual known as ‘White Tiger’, a German-Iranian man arrested in Hamburg who faces murder charges for allegedly driving a 13-year-old American to suicide.
