German Cabinet Approves 152-Point Startup and Scaleup Strategy

The German federal cabinet has adopted a new Startup and Scaleup strategy containing 152 individual measures across eight action fields. The plan aims to increase growth capital, accelerate technology transfer from universities, and facilitate faster, more digital company formation. It also explicitly includes startups from the security and defence sectors as innovation drivers.

Key financing tools will be coordinated through the Zukunftsfonds within the Deutschlandfonds, alongside new scale‑up investment programmes. Additional support will target DeepTech, BioTech and DefenceTech firms, with proposals for first‑of‑its‑kind facilities. The strategy seeks to involve institutional investors such as insurers and pension funds more actively in venture capital markets, reducing administrative hurdles for founders and scaling companies.

The measures are slated for implementation during the current legislative period, providing a consolidated policy framework for Germany's entrepreneurial ecosystem.
