German Chancellery halts Finance Minister's sugar tax proposal

The German Chancellery has temporarily halted a draft for a sugar tax proposed by Finance Minister Lars Klingbeil (SPD). The decision comes after the proposal was sent to ministries for consultation, with government sources stating the draft was not majority-capable within the coalition because it deviated from recommendations made by the Health Finance Commission.

The proposed tax aimed to apply to beverages with a sugar content of five grams or more per 100 milliliters, with tiered rates between 26 and 38 cents per liter. The measure was intended to generate approximately one billion euros in annual revenue and incentivize manufacturers to reduce sugar content. Exemptions included zero-sugar drinks, pure fruit and vegetable juices, and non-alcoholic beer or wine.

The halt has sparked political tension. CDU lawmaker Caroline Bosbach criticized the draft, noting that projected costs had risen from 450 million to 1.2 billion euros. Meanwhile, SPD Vice-Chairman Alexander Schweitzer urged the government to move past dogmatic debates and find compromises to protect public health, particularly for children.
