German cities implement all-day school care entitlements

German cities Frankfurt and Landau are preparing for the implementation of a legal entitlement to all-day care for primary school students.

In Frankfurt, the city is meeting the legal requirement for first-graders, supported by an expansion of available places. The total student population in Frankfurt is rising to nearly 111,500, with a significant increase of approximately 1,700 students at secondary schools (Gymnasien). To address ongoing growth, the city plans to build 25 additional schools by 2029, though current efforts focus on expanding existing facilities and establishing a new special education branch in Fechenheim.

In Landau, authorities report being well-prepared for the phased nationwide rollout of all-day care rights. Currently, Landau has 1,418 places available for its 2,030 regular primary school students, representing a care rate of nearly 70 percent. The legal entitlement initially applies to first-grade students and is expected to expand to all primary school children by the 2029/2030 school year.
