German cities increase election worker allowances

Several municipalities in North Rhine-Westphalia, Germany, are increasing expense allowances, known as ‘refreshment money,’ for election workers to boost recruitment for upcoming elections.

In Düsseldorf, the allowance has been raised to between 60 and 120 euros, up from the 40 to 100 euros paid during the 2022 elections. City officials stated this move responds to a declining willingness among citizens to take on the volunteer role and ensures adequate compensation for the effort involved. The city requires approximately 4,000 workers for the state election scheduled for April 25, 2027.

Dortmund has more significantly increased its rates, with some allowances more than doubling; assessors now receive 100 euros instead of 50, and election supervisors receive 130 euros instead of 55. This strategy reportedly led to a 20 percent increase in volunteers for the 2025 local elections. Additionally, Aachen previously increased its allowances by 10 euros to reach levels of 50 and 60 euros.
