German cities increase parking fees for residents and drivers

Parking costs for residents and drivers are rising significantly across several German cities. Since 2021, municipalities in Baden-Württemberg have had the authority to set their own fees for resident parking permits, following the removal of a nationwide cap of 30.70 euros that was in place until 2020.

In Karlsruhe, annual fees for residents have reached up to 360 euros. Ulm is also increasing its annual fee from 200 to 300 euros starting in early 2026. Stuttgart recently raised its fee from 30.70 euros to 55 euros, while Heilbronn saw a substantial increase from approximately 30 euros to 120 euros per year.

In contrast, Pforzheim maintains much lower rates, with resident permits costing 30.70 euros per year and hourly city center parking at two euros. Hourly rates in Ulm have also risen, increasing from 2.50 to 3.00 euros in July.
