German employers demand tax exemptions for company pensions

German employers are calling for significant reforms to occupational pension schemes ahead of a social partner dialogue aimed at strengthening retirement provisions.

Oliver Zander, General Manager of Gesamtmetall, has proposed that both contributions and subsequent payouts be exempt from taxes and social security contributions. He suggested that this tax-free status should be reserved for the social partner model to encourage voluntary agreements between employers and employees. Zander noted that a pure contribution commitment would provide the greatest flexibility for capital market investments.

Christoph Ahlhaus, Federal Managing Director of the BVMW (Mittelstandsverband), emphasized the need for increased transparency, less bureaucracy, and greater flexibility. He specifically called for pensions to be portable when employees change jobs and advocated for the removal of employer liability for payouts and insurer guarantee obligations to make the schemes more attractive.
