German Expert Commission Calls for Early AI Education and Child Digital Safeguards

A German government‑appointed expert commission on child and youth protection in the digital world presented 56 recommendations on 24 June 2026. The proposals call for the use of digital media from kindergarten, a mandatory AI "Seepferdchen" (basic AI course) for primary‑school pupils, and an age limit of 13 for social‑media access.

Prof. Klaus Zierer, a commission member and university professor, criticized the measures, saying the AI course is "not only a waste of time but even an offense to children’s education" and arguing that the recommendations overlook the broader educational decline in Germany.

Local authorities welcomed the ideas but warned that implementation would require substantial finances and staff. The German Cities Association, the Municipal and District Association, and the State Association all stressed the need for adequate funding, noting current budget shortfalls and a shortage of qualified personnel. The Federal Family Ministry has indicated that a "Sofortprogramm" (immediate program) based on the commission’s advice is expected by the end of the year, though detailed financing remains undecided.
