Bundeswehr Chief calls for society-wide defense mobilization
Carsten Breuer, the Inspector General of the Bundeswehr and Germany’s highest-ranking military officer, has called for a society-wide mobilization to prepare for potential conflict. Speaking at the IISS Prague Defense Summit, Breuer emphasized that military forces and advanced technology alone are insufficient to counter modern security threats.
Breuer warned that the nation must integrate the efforts of the military, commercial industry, and the general public to build resilience against hybrid warfare, which includes cyberattacks, sabotage, disinformation, and drone incursions. He noted that Russia is actively learning and adapting its tactics to bypass Western military advantages, using the invasion of Ukraine as a critical lesson for Western defense planners.
Furthermore, Breuer highlighted the rapid pace of technological change, noting that battlefield tactics can become obsolete quickly. He reiterated a strategic directive for the Bundeswehr to achieve full operational combat readiness by 2029 to deter potential aggression against NATO territory.
