German intelligence reform expected to conclude by Christmas

Marc Henrichmann, chairman of the Parliamentary Control Panel (PKGr), expects a comprehensive reform of intelligence service laws to be completed by Christmas. This timeline is driven by a deadline set by the Federal Constitutional Court, which requires the reorganization of the Federal Intelligence Service (BND) powers and the implementation of more effective oversight mechanisms.

Henrichmann noted that ongoing discussions are in full swing, citing the current threat landscape—characterized by frequent sabotage, espionage, and hybrid attacks—as a primary reason for the urgency. He stated that the necessary expansion of powers will be accompanied by strengthened controls to ensure constitutional compliance.

However, Konstantin von Notz, vice-chairman of the PKGr, criticized the Federal Ministry of the Interior for “massive” failures in preparing the reform. Von Notz warned that a “massive effort” from Parliament is required to rectify government errors and meet the court's year-end deadline, emphasizing the need to balance robust intelligence powers with the protection of civil liberties.
