German Health Minister Bärbel Bas to Review Sick‑Leave Certificate Rule

Health Minister Bärbel Bas announced that the government will examine the impact of tightening the sick‑leave certificate requirement, which would mandate an Attest from the first day of absence instead of the current rule that allows a phone note up to the fourth day.

The German Association of General Practitioners warned that the proposed changes are “symbolic politics” and would not reduce sick‑leave rates. It called for action against video‑consultation platforms that issue certificates without personal contact, citing a risk of abuse.

The SPD’s grassroots members expressed strong opposition, arguing the measure could backfire and increase workplace contagion. The debate has become a flashpoint that threatens to dominate the coalition’s broader reform agenda.
