German municipalities debate single-use packaging taxes

Several German municipalities are debating the implementation of packaging taxes aimed at reducing single-use waste. In Potsdam, a proposed tax would charge 50 cents for disposable coffee cups and food containers, and 20 cents for disposable cutlery. The measure has faced significant opposition from the CDU and state-level SPD, who argue that the tax places an undue burden on businesses and citizens during a period of economic instability and rising costs.

Similarly, in Bad Oeynhausen, local politicians are considering a similar tax, with the SPD proposing fees of 50 cents per single-use container and 20 cents for cutlery, capped at 1.50 euros per meal. This follows the precedent set by Tübingen, which became the first German city to implement such a tax in 2022. While Tübingen reported a reduction in waste, the legality of local packaging taxes was only recently clarified after a legal challenge by a fast-food chain reached the Federal Constitutional Court, which ruled that such taxes are permissible at the local level.
