German municipalities face rising deficits and personnel costs

Local governments in Germany are grappling with increasing budget deficits and rising expenditures. In Emsdetten, City Treasurer Jutta Austrup presented the 2027 budget draft, noting that transfer expenditures are projected to rise by approximately 23 million euros between 2022 and 2027. Austrup emphasized the need for fiscal discipline, suggesting that not all desirable projects are necessary, and highlighted that annual tax increases of 5% and measures such as cutting, reducing, and capping spending are being implemented to address the deficit.

In Bergisch Gladbach, the CDU parliamentary group is demanding a qualified concept to control and reduce personnel expenses. This follows reports that the city's deficit for 2026 could rise from an initial 50 million euros to an expected 70 million euros, driven by declining trade tax revenues and personnel costs exceeding budget plans. The CDU's proposal seeks a sustainable way to limit the dynamic increase in personnel spending through measures such as task prioritization, digitalization, and process optimization.
