German municipalities face severe budget deficits and restructuring
Municipalities in Germany are grappling with significant financial challenges. In Freising, Mayor Monika Schwind and Treasurer Johannes Hutter reported that the city's financial flexibility is shrinking due to rising mandatory expenditures. The district of Freising may be forced to increase its district levy (Kreisumlage), which could result in nearly ten million euros in additional costs for the city.
In Bad Wörishofen, the city council has approved a major reform program to address long-standing multi-million euro deficits. The plan includes cutting approximately 30 administrative positions and implementing changes across various sectors, including childcare, marketing, and public transport. Mayor Daniel Pflügl stated that the goal is to stabilize the budget through administrative reform rather than relying solely on tax and fee increases for citizens.
