German municipalities seek streamlined funding and equalization reforms

In a city council meeting, the CDU and Greens presented a joint proposal to centralise the management of federal, state and EU grant funding. The draft aims to improve the identification, coordination and utilisation of funding across departments without adding staff, promising greater financial flexibility for the city. Opposition parties – the SPD, FDP and FWG – questioned the wording and the mayor’s authority over funding, with the SPD asking for a committee review. Despite the dissent, the proposal was adopted by the majority.

Separately, the Saarland state government and municipal associations convened to discuss a overhaul of the municipal financial equalisation system (KFA), the chief revenue source for local authorities, which distributes roughly €900 million each year. The talks focus on reaching a summer breakthrough on both vertical and horizontal fund redistribution to address chronic under‑financing of Saarland’s towns and villages. Officials warned that a failure to agree before the upcoming state election could jeopardise the reform.
