German pensioners overpay broadcasting fee despite exemption eligibility

Many pensioners in Germany continue to pay the monthly broadcasting contribution of €18.36 – roughly €220 per year – even though they qualify for a full exemption under the Rundfunkbeitragsstaatsvertrag.

The exemption is not automatic; it must be requested from the contribution service of ARD, ZDF and Deutschlandradio together with proof of receiving basic security benefits, social assistance, care‑home support or similar. The exemption remains in force as long as the benefit is granted and can be extended. A hardship rule also allows those whose income is just above the threshold to apply, and disabled persons with the appropriate badge receive a reduced rate of €6.12 per month. Greater awareness of these rules could save pensioners significant sums.
