German public service terminations frequently occur during probationary periods

Research by the portal Öffentlicher Dienst News reveals that a significant portion of employer-initiated terminations in the German public service occurs during the probationary period. While the public sector is often viewed as a secure employer, data from 2023 to 2025 shows high termination rates for new employees in several major administrations.

In Stuttgart, approximately 86 percent of employer-initiated terminations between 2023 and 2025—109 out of 127 cases—took place during the probationary period. Similarly, the Federal Office for Migration and Refugees (BAMF) reported that 47 of its 54 terminations in 2025 occurred during this phase. In Frankfurt, 92 out of 137 terminations during the same period were recorded in the initial months of employment. In Munich, probationary period cases accounted for roughly two-thirds of registered terminations.
