German state governments employ AI for speech drafting, deny ghostwriting
The state chancellery and several ministries in North Rhine‑Westphalia use artificial‑intelligence tools to assist in preparing speeches, guest contributions and other public texts, but the ministries stress that AI is not employed as a ghostwriter. The chancellery said AI can help with research, summarising information or structuring topics, while all drafts are reviewed and verified by staff.
Similar practices have drawn criticism elsewhere. Thüringen Minister President Mario Voigt was accused of delivering a Holocaust‑memorial speech that was "100 percent AI‑generated," prompting opposition calls for responsible use of the technology. Federal Digital Minister Karsten Wildberger also faced scrutiny after analysis showed that several of his articles and speeches were largely produced by AI.
Political adviser Martin Fuchs noted that AI‑assisted drafting has become standard in government communication for the past three years, while some ministries – such as Health, Environment, Agriculture and Interior – have so far refrained from using the tools. Experts are calling for greater transparency about AI involvement in political texts.
