German Study Finds Mixed Satisfaction with Municipal Services and Links to Political Disaffection

A new study by the Institute for German Economy (IW Köln) examined municipal service provision in roughly 11,000 German municipalities, linking a geocoded citizen survey with data on digital infrastructure, health, mobility, leisure and education. Overall, 53.2 % of respondents said they were satisfied with local services; satisfaction was slightly higher in urban areas (55.2 %) than in rural ones (45.1 %).

The research aims to explore how dissatisfaction with municipal provision relates to growing political alienation. Its central finding is that subjective perceptions, rather than objective service levels, drive feelings of political disaffection. In an interview, Holger Magel of the Bavarian Academy of Rural Affairs warned that such rankings can create a self‑fulfilling prophecy, emphasizing that factors like local identity, volunteerism and community cohesion also shape citizens’ sense of quality of life.
