German Taxi Industry Faces Price Competition from Ride‑Hailing Platforms

A study by the Wissenschaftszentrum Berlin für Sozialforschung (WZB) highlights that German taxi operators see ride‑hailing services such as Uber and Bolt as a major competitive threat. In Frankfurt and Berlin, a taxi ride to the airport costs €38‑€60, while the same trip booked via Uber or Bolt is €26‑€35, roughly one‑third cheaper, because taxi fares are state‑regulated while ride‑hailing prices are market‑driven. The study, based on two non‑representative surveys of about 900 respondents in the Rhein‑Main area, found that 39 % associate taxis with high costs and two‑thirds of non‑taxi users would consider using a ride‑hailing service, especially younger people who value digital booking and cashless payment.

The price dispute has prompted legal action in North Rhine‑Westphalia. Cologne introduced minimum‑price rules limiting ride‑hailing fares to no more than 20 % below taxi rates. The Cologne city government’s appeal was taken to the Oberverwaltungsgericht (OVG) in Münster, while earlier rulings in Cologne’s administrative court deemed the minimum‑price regulation likely unlawful. The outcome will affect the balance between regulated taxis and unregulated ride‑hailing platforms across the region.
