Virginia Father of Five Killed in Maryland Crash with Stolen Kia

On the morning of August 4, 2026, a two‑vehicle collision occurred at the intersection of Clopper Road and Great Seneca Highway in Germantown, Maryland.

A stolen 2015 white Kia Optima, reported stolen from a local residence hours earlier, was being driven by a 13‑year‑old boy and carried six other juveniles aged 12‑15. The Kia entered the intersection and struck a 2007 Toyota Matrix driven eastbound by 58‑year‑old William Vance Payne II of Virginia, a father of five. Payne was pronounced dead at the scene.

The teenage driver of the Kia was taken to a hospital in critical but stable condition; the six other passengers were also hospitalized with injuries of varying severity. Police and fire crews responded, extricating occupants and providing emergency care.

Montgomery County Police Department’s Collision Reconstruction Unit is investigating. The investigation may take weeks or months, and any criminal charges will be decided by the Montgomery County State’s Attorney’s Office.
