Germany accused of mislabeling domestic spending as Ukraine aid

A study by the Kiel Institute for the World Economy suggests that Germany has misrepresented its financial support for Ukraine by including billions of euros in domestic spending as bilateral aid. While the German government reported providing or earmarking 100 billion euros since the escalation of the conflict in early 2022, researchers found that only 41.7 billion euros constitute actual bilateral aid.

Of the total reported, 35.9 billion euros were spent within Germany, and 22 billion euros represent future military commitments. Christoph Trebesch, head of the institute’s Ukraine Support Tracker, stated that the 100 billion euro figure is “misleading and mislabeled as bilateral aid to Ukraine.”

Regarding civilian aid, approximately 80% of the 43.3 billion euros classified by Germany remained in the country, primarily used for subsidies and housing for Ukrainian refugees. Only 7.4 billion euros in civilian aid, covering humanitarian assistance, energy support, and reconstruction, actually reached Ukraine. The report also noted that the German government ceased publishing detailed military aid data in June 2025, complicating independent oversight.
