France and Germany conduct first joint nuclear deterrence exercise

In July 2026, French President Emmanuel Macron and German Chancellor Friedrich Merk announced that Germany will participate in a French nuclear deterrence exercise slated for autumn. The decision was made during the Franco‑German Defence and Security Council meeting at Nörvenich air base near Cologne.

Two French Rafale fighters, equipped for nuclear missions, and two German Eurofighters performed an aerial refuelling drill, marking the first time German conventional forces have been involved in a French nuclear drill. Germany will contribute conventional capabilities and help develop radar and space‑based missile detection, while France retains full control over its nuclear arsenal. The cooperation is framed as part of a “pre‑positioned deterrence” concept aimed at strengthening European security and reducing reliance on the United States.

The exercise is described by participants as a historic step for European nuclear solidarity, though it does not grant Germany any authority over French nuclear weapons or alter NATO’s nuclear command structure.
