Germany plans nationwide rollout of AI mobile phone cameras
German Federal Minister of Transport Steffen Bilger is advocating for the nationwide introduction of automated mobile phone detection cameras, known as Monocams, to increase road safety. The initiative aims to address the rising number of accidents caused by electronic device distraction, which Bilger noted results in more than a thousand accidents annually.
The Monocam system, which has seen successful implementation in Rhineland-Palatinate, uses high-resolution cameras mounted on highway bridges. Utilizing artificial intelligence, the technology scans vehicle interiors through windshields to detect both the presence of a smartphone and typical hand postures associated with phone use. To ensure accuracy, trained police officers review the captured images before any penalties are issued.
Federal and state authorities are seeking to amend the Road Traffic Act to create a uniform legal framework, preventing a fragmented regulatory landscape across different states. While current penalties include fines of up to 200 euros and driving bans, the German Transport Safety Council (DVR) has called for significantly higher fines, suggesting up to 500 euros to further deter distracted driving.
