Germany awards 488 MW solar‑storage projects as EU tightens funding for high‑risk inverters

Germany's Federal Network Agency (Bundesnetzagentur) concluded the May 1 2025 innovation tender by awarding 488 MW of solar and storage capacity to 29 selected bids out of 158 submissions, representing an oversubscribed volume of 2.02 GW. The winning bids ranged from €0.05/kWh to €0.0639/kWh, with an average weighted price of €0.0615/kWh, notably lower than the previous round. Bavaria secured the largest share with 137 MW, followed by Saxony‑Anhalt (124 MW) and Lower Saxony (49 MW).

At the same time, the European Commission extended its restriction on EU funding for renewable‑energy projects that use inverters sourced from so‑called high‑risk countries (China, Russia, Iran, North Korea) to include battery energy storage systems (BESS). The policy, effective from May 1 2026, will block billions of euros of financing from the European Investment Bank and the European Investment Fund, citing cybersecurity concerns. Both developments shape the cost and financing landscape for solar‑plus‑storage projects across Europe.
