Germany approves Pflegeneuordnungsgesetz reform for 2027
The German Federal Cabinet has approved the draft for the Pflegeneuordnungsgesetz (PNOG), a major reform of the long-term care insurance system set to take effect on January 1, 2027. The reform aims to relieve the statutory long-term care insurance by approximately 6.25 billion euros in its first year of implementation.
Key changes include an increase in the care allowance (Pflegegeld) for individuals in care levels 2 through 5. However, the reform also introduces significant cuts for certain groups; specifically, the monthly relief amount of up to 131 euros for individuals in care level 1 will be eliminated without grandfathering protections.
To achieve cost savings, the government plans to raise the point thresholds required for recognizing care cases. According to model calculations by the IGES Institute, increasing these thresholds alone could reduce the number of recognized care cases by 11.9 percent. If combined with changes to point conversion modules, the number of recognized cases could decrease by approximately 22 percent.
