Germany caregiving: Financial support and benefit regulations

In Germany, various forms of financial support are available to caregivers and those requiring long-term care. For family caregivers, basic security benefits (Grundsicherungsgeld) may be accessible if they are able to work at least three hours a day and meet specific eligibility requirements.

Regarding care allowances (Pflegegeld), recipients can travel within Germany for longer than eight weeks without losing their benefits, provided that necessary care is secured at the holiday location. This differs from rules for stays abroad, which are subject to specific time limits.

For those in residential care, long-term care insurance does not cover all costs. Residents must pay a personal share, which includes accommodation, food, and investment costs. Since 2017, a standardized component known as the uniform institutional co-payment (EEE) has been used to manage these costs.

Additionally, foster families caring for minors receive tax-free monthly care allowances from local youth welfare offices. This funding is intended to cover the child's living expenses and recognize the educational efforts of the foster parents.
