German youth welfare offices report 18% drop in child placements
In 2025 German youth welfare offices placed about 56,900 children and adolescents in temporary protection, an 18 % decrease (roughly 12,600 fewer) compared with 2024. The decline follows a 7 % drop in 2024, meaning the total number fell by roughly a quarter over two years after three consecutive years of increase.
The sharp reduction is driven chiefly by a near‑halving of placements linked to unaccompanied minor arrivals, which fell from roughly 30,800 to 16,500 within a year. About half of all placements were due to urgent child‑welfare risk; 29 % stemmed from unaccompanied arrivals and 18 % from self‑reported cases.
Leading reasons for placements were parental overload (32 %), unaccompanied arrivals (29 %), neglect (16 %), physical abuse (15 %) and psychological abuse (11 %). Reports of physical and psychological abuse rose markedly, by about 1,100 and 940 mentions respectively. Self‑reported placements rose 9 % to roughly 10,100 cases, while urgent risk cases increased 3 % to around 30,300. In Brandenburg, child‑welfare risk‑assessment procedures rose to 10,857 in 2025, a 27.7 % increase over the previous year.
