Germany has formally attributed a failed drone attack at Leipzig/Halle Airport in August to Russian state structures, describing the incident as a hybrid attack. The drone, which was found near a Ukrainian cargo aircraft and equipped with approximately 600 grams of explosives, failed to detonate.

In response, the German government announced several diplomatic and cultural measures. These include the closure of the Russian Consulate General in Bonn, effective September 18, and the termination of the agreement governing the Russian House in Berlin. Additionally, Germany plans to tighten entry requirements for Russian citizens and increase pressure on what it terms the Russian ‘shadow fleet’.

Russia has rejected these accusations as unfounded and absurd. In retaliation, Russian Foreign Minister Sergey Lavrov announced that Russia will close all branches of the Goethe-Institut in Moscow, Saint Petersburg, and Yekaterinburg. The Kremlin also summoned Germany's charge d'affaires in Moscow to protest these actions, warning of significant consequences for bilateral relations.
