Germany considers nationwide school smartphone ban for students up to grade 7

A German expert commission has recommended a nationwide prohibition on private smartphone use by pupils through grade 7, covering both classroom time and breaks. The proposal aims to eliminate distractions, improve concentration and curb bullying that can arise from constant device access. From grade 8 onward, schools would be required to develop binding usage concepts with students, allowing controlled access to digital learning tools.

The North Rhine‑Westphalia teachers’ association (PhV NRW) welcomed the move, saying it validates the region’s own push for stricter phone rules. The recommendation seeks to harmonise school policies across the country, which currently vary by state and school type, while preserving the educational benefits of technology under regulated conditions.
