Germany debates debt‑brake exemptions and energy independence amid Ukraine aid

Federal Finance Minister Wolfgang Kubicki warned that expanding exemptions to Germany’s debt‑brake for Ukraine assistance could open a “new backdoor” for additional borrowing and jeopardise the country’s credit rating. He criticised recent proposals by the foreign and development ministers to broaden the rules that already allow special spending for defence and security, arguing that fiscal discipline is being eroded.

The government also highlighted a shift in energy policy, stating that reliance on Russian gas – exemplified by the Nord Stream pipelines – has been eliminated. Officials pointed to the diversification of supply sources and accelerated development of renewable energy as the basis for Germany’s renewed energy independence, a move presented as essential for both economic stability and national security.
