Germany debates exempting Ukraine aid from debt‑brake rules

Foreign Minister Johann Wadephul (CDU) has called for Ukraine assistance to be classified as a special exception that would be excluded from Germany’s constitutional debt brake. Development Minister Reem Alabali Radovan (SPD) supports the proposal, arguing it would free fiscal space for humanitarian and development aid. The governing coalition is set to discuss the measure and aims to decide on it in the autumn.

FDP leader Wolfgang Kubicki sharply criticised the plan, warning that new debt‑brake exemptions could undermine Germany’s fiscal credibility, jeopardise its credit rating and strain Europe’s debt‑rule framework. He described the coalition’s handling of finances as poor and warned of potential security risks from increasingly credit‑financed budget policies.
