Germany and V4 nations demand significant cuts to future EU budget

European leaders are engaged in intense negotiations regarding the European Union's multi-annual budget for 2028–2034. German Chancellor Friedrich Merz is leading a group of net-contributor nations, including the Netherlands, Sweden, and Austria, in demanding significant cuts to the original European Commission proposal, which approached two trillion euros. Merz has emphasized the need for fiscal discipline and a reduction in European bureaucracy, aiming to finalize an agreement by the end of the year.

In contrast, France is advocating for increased revenue through new own resources to fund EU priorities such as technological sovereignty and the green transition. Meanwhile, the Visegrad Group (V4)—comprising Slovakia, Czechia, Poland, and Hungary—has introduced separate demands to protect households from rising costs. The V4 nations are calling for a delay in the implementation of the ETS2 emissions trading system and the use of the ETS1 market stabilization reserve to mitigate energy price volatility.

The Irish Presidency has proposed a reduction of approximately 140 to 159 billion euros to bridge the gap between member states, but German leadership has characterized this as insufficient. The negotiations face significant pressure to conclude before the 2027 national elections in several member states.
