Germany demographic shifts drive regional growth and market fragmentation

New demographic studies indicate diverging population trends across Germany, impacting regional planning and real estate investment. A study by the Berlin Institute and the Wüstenrot Foundation identifies Emsland as one of the few German districts expected to grow, with a projected 3.2 percent increase in population by 2045. This growth is driven by migration, which offsets a natural population deficit where deaths exceed births.

Despite the overall growth, Emsland faces challenges including a shrinking working-age population and a significant increase in residents over the age of 67. Local officials emphasize the need for innovation and qualification to manage structural changes such as automation and decarbonization.

Simultaneously, a forecast from Wüest Partner highlights that Germany’s real estate markets are becoming increasingly fragmented. By 2040, nearly 60 percent of districts will contain both growing and shrinking municipalities side-by-side. The data suggests that relying on aggregate district-level statistics can be misleading for investors, as significant demographic shifts—such as growth in one town and decline in another—can occur within the same administrative area.
