Germany disability aid reforms face implementation challenges

A study by the University of Witten/Herdecke indicates that recent reforms to medical aid guidelines in Germany have failed to meet their primary objectives. Despite changes implemented in May 2025 intended to simplify and accelerate the supply of aids such as wheelchairs and orthotics for people with disabilities, three out of four surveyed parents reported no improvement. Many families continue to face significant bureaucratic burdens, with many forced to manage applications or appeals themselves.

The researchers conclude that the failure lies in implementation rather than the legislation itself, citing communication issues and unclear responsibilities as major barriers.

Separately, the German government is planning significant structural changes to integration assistance (Eingliederungshilfe), which supports over one million people. The Federal Ministry of Labour and Social Affairs is working with federal and state governments to reform how assistance is provided, aiming for greater efficiency and cost savings. Proposed legal changes are expected to be drafted following recommendations released in mid-2026, focusing on administrative procedures and service management.
