Germany driving laws restrict electronic device use

German traffic regulations strictly prohibit drivers from holding mobile phones or other electronic devices that serve communication, information, or organization purposes. According to Section 23 of the Road Traffic Regulations (StVO), using devices such as tablets, smartwatches, or even reading the time on a smartphone while driving is forbidden if it requires taking the device into one's hand.

Smartphones may only be used if they are secured in a mount, and even then, usage must be brief and not interfere with driving conditions. A recent ruling by the Higher Regional Court of Cologne clarified that e-cigarettes equipped with touchscreens are classified as electronic devices under the law. Operating the touchscreen on an e-cigarette to adjust settings can lead to fines and penalty points, as the distraction caused by interacting with the display falls under the same prohibitions as mobile phone usage.

While smoking traditional cigarettes remains legal in vehicles, the ADAC advises against it due to the distraction it poses to the driver.
