Germany driving license costs and administrative updates

In Germany, the rising cost of obtaining a driving license has become a significant financial burden for many. Costs vary by federal state, ranging from approximately 2,500 to 4,500 euros. Hamburg is noted as one of the most expensive regions, while Berlin remains more affordable. Price increases are attributed to inflation, rising fuel and vehicle costs, higher instructor wages, and longer waiting times for practical exams which often necessitate additional driving lessons.

Regarding administrative requirements, the code ‘4a’ on the EU credit card-format driving license refers to the card's issue date (or order date). This date is critical for determining exchange deadlines. While paper licenses generally had to be exchanged by January 19, 2025, individuals born before 1953 have until January 19, 2033, to update their documents. Approximately 43 million licenses in Germany must be transitioned to the secure, EU-wide uniform format by 2033.
