Germany eases rules for non-EU officers on German-flagged ships

Germany has introduced new regulations allowing non-EU citizens to serve as captains and ship officers on vessels flying the German flag. This policy change, implemented by the German Federal Ministry of Transport, aims to address the increasing shortage of EU-qualified maritime officers.

Under the new rules, shipping companies can employ third-country nationals if they hold a qualification from an EU state and complete a German maritime law course, or if they hold a non-EU qualification and obtain a permit from the BG Verkehr Ship Safety Office. To qualify, companies must demonstrate that no EU officers are available, provide assurances regarding promotion capabilities, and establish new training positions for maritime apprentices or junior officers. These permits are initially granted for six months and can be extended for up to 54 months once training positions are established.
