Germany expands digital administration with new Jobcenter and citizen account plans

Germany is advancing its national digitalization strategy through two major administrative initiatives. The Federal Ministry of Labour and Social Affairs and the Federal Employment Agency are rolling out the ‘Digital Jobcenter 2.0’ program nationwide. Following successful pilot testing in eight locations, the project aims to integrate the entire basic income (Grundsicherung) process—from applications to notifications—into digital workflows by December 2027.

Simultaneously, the federal government plans to accelerate administrative digitalization by introducing a mandatory ‘citizen account’ (Bürgerkonto) and digital identity for all residents. This account is intended to serve as a centralized digital hub for interacting with authorities, submitting applications, and receiving official notices, reducing the need for in-person visits. While the current ‘BundID’ serves as a foundation, it is slated to evolve into the ‘DeutschlandID’. Although the coalition agreement mandates these digital tools, the specific legal framework to enforce this requirement for all citizens is still being developed.
