Germany faces rising net loss of citizens and skilled professionals

Germany is experiencing a significant net loss of citizens, particularly among young, highly skilled, and internationally mobile professionals. According to official migration statistics, the country has maintained a negative migration balance for German citizens for over 25 years.

In 2024, approximately 269,986 Germans left the country, resulting in a net loss of 81,000 citizens. This trend intensified in 2025, with 288,579 citizens emigrating and only 191,890 returning, creating a net deficit of 97,000 people—the worst value since 2017. This exodus of talent poses economic risks regarding the loss of knowledge, capital, and entrepreneurial dynamism.

Separately, rumors have circulated on social media platforms, such as TikTok, claiming that the German government plans to introduce a flat emigration fee ranging from 5,000 to 10,000 euros based on income. However, the Federal Ministry of Finance has confirmed that no such fee is planned, and these claims have been identified as misinformation.
