Germany fuel price rule impacts gas station revenue and enforcement

Since April 1, gas stations in Germany have been subject to a '12-Uhr-Regel' (12 PM rule), which mandates that fuel price increases can only occur once per day at noon. This regulation was introduced to provide price transparency following significant fuel price surges.

The rule has significantly impacted gas station operations. The Central Association of the Gas Station Trade (ZTG) reports a decline in shop sales, as customers rushing to refuel before the noon price hike often lack the time to purchase coffee, snacks, or food. While fuel pump activity spikes before midday, the post-noon period is often quiet.

Enforcement of the rule varies by region. While some federal states have begun investigations into violations, Brandenburg has not yet designated a specific authority to issue fines, which can reach up to 100,000 euros. The Brandenburg Consumer Protection Ministry is currently preparing a legal ordinance to establish an enforcement body.
