Germany halts AI partnership with Mistral and SAP

The German government has withdrawn from a planned artificial intelligence partnership with Mistral and SAP. The initiative, which was intended to establish a framework agreement for sovereign AI in public administration by mid-2026, has been put on hold.

According to the Federal Ministry for Digital Affairs, there are currently “no procurement projects” with Mistral, leading to the decision not to pursue the framework agreement at this time. The original strategic goal was to reduce reliance on major US technology providers by developing sovereign use cases, including digital agents, AI-supported financial processes, and innovation laboratories.

While the government is stepping back from the specific partnership, the companies involved are expected to continue their collaboration independently. SAP remains involved in other capacities, as the company is part of the consortium, including T-Systems, that is building the larger AI cloud for the German federal government.
