Germany healthcare digitalization faces structural IT and organizational hurdles
The digitalization of the German healthcare system is entering a critical phase, shifting focus from individual software applications to the underlying IT infrastructure and organizational processes. While the electronic patient record (ePA) has become mandatory for practices, hospitals, and pharmacies, significant structural challenges remain.
Experts note that the primary bottlenecks are often not the technologies themselves, but fragmented organizational structures and heterogeneous IT architectures. Current systems frequently operate in silos—across outpatient, inpatient, nursing, and public health sectors—leading to inefficiencies at the interfaces.
To achieve successful digital transformation, there is a stated need for horizontal thinking that transcends sector boundaries, standardized processes, and robust IT foundations that ensure high availability, security, and compliance. While the Hospital Future Act has provided up to 4.3 billion euros in funding for digital infrastructure, experts emphasize that investment must also address change management and the human element of technology adoption.
