Germany healthcare sector faces crisis in resilience and financing

Germany's healthcare sector is facing significant structural and resilience challenges. A survey by the Zentralinstitut für die kassenärztliche Versorgung (Zi) involving 4,005 medical professionals reveals that approximately 90 percent of outpatient doctors and psychotherapists feel poorly prepared for major crises, such as military conflicts or chemical, biological, radiological, and nuclear (CBRN) threats.

Specific vulnerabilities include a lack of preparedness for mass casualty incidents, which 80 percent of respondents feel unequipped to handle, and a lack of contingency plans for week-long power or telecommunications outages. Only 10 percent of practices possess emergency power generators, meaning a significant portion of specialists and general practitioners would be forced to close immediately during a blackout.

Simultaneously, the hospital sector in Saxony is navigating a period of intense transformation. At the 2026 Saxon Hospital Day, representatives discussed the implementation of hospital reforms and new regional planning. Financial instability remains a critical concern; the Krankenhausgesellschaft Sachsen (KGS) reported that 63 percent of surveyed hospitals faced annual deficits in 2024, and nearly 48 percent anticipate deficits for 2026.
