Germany heating cost regulation deadline set for 2026

Under the German Heating Cost Ordinance (Heizkostenverordnung), a critical deadline is approaching on December 31, 2026. By this date, all consumption recording devices that are not capable of remote reading must be retrofitted or replaced.

Building owners bear the primary legal responsibility for ensuring compliance. While owners may hire measurement service providers, the legal obligation to upgrade the equipment remains with the property owner. Remote reading is defined as the ability to capture consumption values without entering individual apartments, with specific requirements regarding data security and interoperability.

However, certain exceptions and extended timelines may apply. For devices that are already remotely readable but were installed before December 1, 2022, additional requirements for technical integration and interoperability do not become mandatory until after December 31, 2031. Property managers and owners are advised to conduct individual assessments to determine which specific assets require immediate action to avoid liability and billing issues.
